ОБЕГ-ын дарга, хошууч генерал Г.Ариунбуян арга хэмжээнд оролцож, “Онцгой байдлын алба ард, иргэдийнхээ аюулгүй байдлыг хамгаалах, эрсдэлийг бууруулах, хор, уршгийг арилгах хүндтэй, хариуцлагатай үүргийг хүлээдэг. Цогтцэций сум бол уул уурхайн хөгжсөн, олборолт хийдэг, төмөр зам, авто замаар холбогдсон, хүн амын нягтаршил ихтэй гэдгээрээ онцлог. Цогтцэций сум дахь Онцгой байдлын хэлтэс нь ОБЕГ болон орон нутгийн төсөв, хөрөнгөөр шинэ байртай болж байна” гэлээ.
Анх 2015 онд байгуулагдсан Гал түймэр унтраах, аврах 44 дүгээр анги нь Засгийн газрын 2020 оны 163 дугаар тогтоолоор Онцгой байдлын хэлтэс болон өргөжиж, үйл ажиллагаагаа явуулж байна.
